FCTC timeline: 2001-2005




  • 17-28 February: Sixth meeting of the Intergovernmental Negotiating Body.
  • 21 May: WHA unanimously adopts the FCTC, and decides to establish an open-ended intergovernmental working group to consider and prepare proposals on issues identified in the FCTC for consideration and adoption by the Conference of the Parties at its first session.
  • 16-22 June: FCTC open for signature at WHO headquarters in Geneva.
  • 30 June: FCTC opened for signature at UN headquarters in New York.


  • 21-24 June: First meeting of the Open-Ended Intergovernmental Working Group.
  • 29 June: FCTC closed for signature at UN headquarters in New York.
  • 29 November: The requirements for entry into force of the FCTC are met with the deposit of the fortieth instrument of ratification, acceptance, formal confirmation or accession. Both Armenia and Ghana deposit their instruments at UN headquarters in New York on this day.
