2006

  • 6-17 February: First meeting of the Conference of the Parties (COP).
  • 27 May: WHA notes the decision of the first Conference of the Parties to establish a permanent secretariat of the FCTC, and requests the WHO Director General to establish the Convention Secretariat at WHO Headquarters in Geneva.
  • 28-30 June: First meeting of the working group for development of guidelines on Article 9 (Regulation of the contents of tobacco products).
  • 13-15 September: First meeting of the expert group to prepare a template for a protocol on cross-border tobacco advertising, promotion and sponsorship.
  • 25-27 September: First meeting of the expert group to prepare a template for a protocol on illicit trade in tobacco products.
  • 26-28 October: Second meeting of the working group for development of guidelines on Article 9 (Regulation of the contents of tobacco products).
  • 1-3 November: Meeting of the working group for development of guidelines on implementation of Article 8 (Protection from exposure to tobacco smoke).
  • 16-18 November: Second meeting of the expert group to prepare a template for a protocol on cross-border tobacco advertising, promotion and sponsorship.
  • 3-5 December: Second meeting of the expert group to prepare a template for a protocol on illicit trade in tobacco products.

2007

  • 26 February: Public hearing for the FCTC on agricultural diversification and alternative crops to tobacco.
  • 27-28 February: First meeting of the ad hoc study group on alternative crops.
  • 30 June – 6 July: Second meeting of the Conference of the Parties.
  •  Guidelines for implementation of Article 8 (Protection from exposure to tobacco smoke) are adopted by the Conference of the Par6 July:ties (COP-2).
  • 26-28 September: Third meeting of the working group for development of guidelines on Article 9 (Regulation of the contents of tobacco products) and Article 10 (Regulation of tobacco product disclosures).
  • 7-9 November: Meeting of the working group for development of guidelines on implementation of Article 11 (Packaging and labelling of tobacco products).
  • 27-29 November: First meeting of the working group for development of guidelines on implementation of Article 13 (Tobacco advertising, promotion and sponsorship) and recommendations on key elements of a protocol or other measures that would contribute to the elimination of cross-border tobacco advertising, promotion and sponsorship.
  • 12-14 December: Meeting of the working group for development of guidelines on implementation of Article 5.3 (Protection of tobacco control policies from commercial and other vested interests of the tobacco industry).

2008

  • 11-16 February: First meeting of the Intergovernmental Negotiating Body on a Protocol on Illicit Trade in Tobacco Products.
  • 21-23 February: First meeting of the working group for development of guidelines on implementation of Article 12 (Education, communication, training and public awareness).
  • 3-4 March: Meeting of the drafting group for development of guidelines on implementation of Article 5.3 (Protection of tobacco control policies from commercial and other vested interests of the tobacco industry).
  • 4-5 March: Meeting of the drafting group for development of guidelines on implementation of Article 11 (Packaging and labelling of tobacco products).
  • 5-7 March: Fourth meeting of the working group for development of guidelines on Article 9 (Regulation of the contents of tobacco products) and Article 10 (Regulation of tobacco product disclosures).
  • 31 March – 2 April: Second meeting of the working group for development of guidelines on implementation of Article 13 (Tobacco advertising, promotion and sponsorship) and recommendations on key elements of a protocol or other measures that would contribute to the elimination of cross-border tobacco advertising, promotion and sponsorship.

  • 22 November: COP-3 adopts guidelines for implementation of: Article 5.3 (protection of tobacco control policies from commercial and other vested interests of the tobacco industry); Article 11 (tobacco product packaging and labelling); and Article 13 (tobacco advertising, promotion and sponsorship).
