People have died from tobacco-related diseases since the opening of the first FCTC working group on 28 October 1999.
At its first session (Geneva, Switzerland, 6-17 February 2006), the Conference of the Parties (COP) to the FCTC recognized the need to address Article 14 in its workplan for the development of guidelines on implementation of the Convention.
The purpose of guidelines is to assist Parties in implementing their obligations under the FCTC by providing guidance on best practices in tobacco control. At its second session, the COP decided to request the Convention Secretariat to elaborate a first report on tobacco dependence and cessation.
The report has been elaborated in consultation with two Parties which expressed particular interest in the issue – Mexico and Uruguay.
The report will be made publicly available at least 60 days before the third session of the COP.
