People have died from tobacco-related diseases since the opening of the first FCTC working group on 28 October 1999.
Article 7 of the FCTC requires Parties to cooperate to implement the demand reduction measures set out in Articles 8 to 13, and requires the Conference of the Parties (COP) to propose guidelines for the implementation of these Articles. The purpose of guidelines is to assist Parties in implementing their obligations under the FCTC by providing guidance on best practices in tobacco control. At its second session, the COP established a working group to elaborate guidelines for the implementation of Article 12. The working group, comprising Parties from all six World Health Organization (WHO) regions, led by Germany , Palau , Sweden and Turkey as key facilitators, held one meeting in the period between the second and third sessions of the COP ( Berlin , Germany , 21-23 February 2008). Civil society experts nominated by the Framework Convention Alliance (FCA) participated in the meeting as observers. The working group prepared a progress report to be presented to the upcoming third session of the COP. The report will be made publicly available at least 60 days before the third session of the COP.
