Work from past meetings
The COP recognized the need for guidelines on Article 5.3 at its first session (Geneva , Switzerland , 6-17 February 2006).
At its second session (Bangkok , Thailand , 30 June – 6 July 2007 ), the COP decided to establish a working group to elaborate guidelines on Article 5.3. The working group comprised parties from all six WHO regions, led by Brazil , Ecuador , the Netherlands , Palau and Thailand as key facilitators. Civil society experts nominated by the Framework Convention Alliance participated as observers.
The group held one full meeting (The Hague, Netherlands , 12-14 December 2007), and a second meeting of a smaller drafting group (Brasilia , Brazil, 3-4 March 2008).The draft guidelines developed by the group were presented to the third session of the COP.
