Guidelines for implementation of Article 8
In July 2007, the Conference of the Parties’ (COP) second session adopted guidelines for implementation of Article 8 of the WHO Framework Convention on Tobacco Control (FCTC). The guidelines are for the protection from exposure to tobacco smoke [decision FCTC/COP2 (7)].
Article 7 of the FCTC requires Parties to cooperate to implement the demand reduction measures set out in Articles 8 to 13, and requires the Conference of the Parties (COP) to propose guidelines for the implementation of these articles.
At its first session (Geneva , Switzerland , 6-17 February 2006), the COP decided to prioritize the development of guidelines on Article 8, and to request the Convention Secretariat to initiate work on these guidelines.
A working group was convened to develop draft guidelines, comprising Parties from all six WHO regions, led by Finland, Ireland and New Zealand as key facilitators. Civil society experts nominated by FCA participated as observers. The group held a meeting (Dublin, Ireland 1-3 November 2006) and presented draft guidelines to the second session of the COP (Bangkok, Thailand , 30 June – 6 July 2007).
The COP adopted the draft guidelines without substantive changes, successfully bringing into effect the first set of guidelines for implementation of the FCTC.
