Updating tobacco control 'best buys' for fighting NCDs

The World Health Organization is updating the list of cost-effective policy interventions for fighting non-communicable diseases (NCDs) in Appendix 3 of the Global NCD Action Plan 2013-2020.

Appendix 3 consists of a menu of policy options for each of the 6 objectives of the Action Plan. These 81 policy recommendations include 14 policy interventions classified as "very cost-effective and affordable interventions for all Member States (previously referred to as the "best buys"), as well as other cost-effective interventions (previously referred to as "good buys").

In order to provide Member States with concise and clear recommendations on effective affordable interventions, FCA recommends updating the text in the following three ways: 

1. FCA calls for an explicit reference to raising tobacco taxes and reducing the affordability of tobacco products to be included in the list of cost-effective interventions. As noted in the guidelines for implementation of Article 6 of the Framework Convention on Tobacco Control, "Any policy to increase tobacco taxes that effectively increases real prices reduces tobacco use."
