Questions had to be limited because of the lack of time, particularly during presentations about national experiences, from: Dennis Rada, Bolivia; Olcott Gunasekera, Sri Lanka, and Ibrahim Maiga Djibo, Niger.

Although the Framework Convention on Tobacco Control (FCTC) is a legally binding international instrument, progress on its implementation has been slow. This is not because governments don't know how or because of the cost, so the issue must surely be political will.

The 2011 United Nations High-level Meeting on Non-communicable Diseases (NCDs) and its Political Declaration was a major campaign victory, firmly positioning tobacco control in the centre of the international development agenda.

The workshop was designed to raise awareness that now is the time to capitalise on this campaign landmark, and pursue strategies to secure real progress – at the country level, the FCTC Conference of Parties (COP) and globally.

Other speakers included Johanna Ralston from the World Heart Federation, current FCA Chair Paula Johns, former FCA Chair Shoba John and FCA Director Laurent Huber.

The presentations were followed by small group discussions about the three 'cogs' in this campaign: Global agenda, National level, COP Committee B.

FCA would like to acknowledge the contributions of FCA members and the NCD Alliance, which made this event possible.
