FCA Backgrounder: Tracking and Tracing (Article 8): Draft protocol to eliminate illicit trade in tobacco products

Introduction

The application of tracking and tracing technology to tobacco products will not eliminate the illicit tobacco trade. Tracking and tracing is only effective in the control of tobacco products that are produced under strict controls, including production monitoring and the application of a unique marking system at the point of manufacture.

It has limited, if any, applications in monitoring the production of tobacco products from illegal manufacturing facilities. A viable tracking and tracing regime is only one tool in controlling the illicit tobacco trade.
