Leslie Rae Ferat, Executive Director
Leslie Rae Ferat was appointed Executive Director of FCA in January 2021, having previously served as Managing Director and Program Manager since 2018. She is a member of the WHO Civil Society Working Group on NCDs and Co-chair of its advocacy and communications sub-group, and a member of the Advisory Board and Scientific Committee for the World Conference on Tobacco or Health. Leslie has over a decade of international experience, mainly working with low and middle income countries and other stakeholders to collect and use data to drive sustainable development and meet the SDGs. Before joining FCA, Leslie worked for several international organisations including the OECD, the United Nations Sustainable Development Solutions Network and the Global Partnership for Sustainable Development Data. Leslie serves as the Vice-President of the Board of Directors of a Canadian charity, St. Mary’s Home, holds an MSc in International Development (Poverty and Inequality) from the University of Birmingham and is fluent in English and French. Ryan Forrest, Associate Director, Policy and Advocacy
Ryan Forrest is the Associate Director, Policy and Advocacy. Ryan brings nearly 5 years’ experience at FCA to this role, having previously coordinated FCA’s implementation-focused policy and advocacy work, including the organization’s contributions to the development and successful adoption of the Global Strategy to Accelerate Tobacco Control in 2018 and much of FCA’s recent work on addressing the global funding gap for treaty implementation at the global and national levels. In her role as Associate Director, Ryan works to maximise FCA’s presence and impact in advancing FCTC implementation around the world by overseeing policy development and working with members and other stakeholders to conceptualise, plan and implement key advocacy strategies to advance FCA’s policy objectives. Prior to joining FCA in 2016, Ryan worked in health research and health promotion. She holds a Master’s degree in Global Health and Public Policy from the University of Edinburgh. Sara Rose Taylor, Principal Researcher and Policy Analyst
Sara Rose Taylor is the Principal Researcher and Policy Analyst at FCA. She leads FCA’s policy research and is a specialist in sustainable development and social policy. She has worked with FCA since 2019, and has also worked with the University of Ottawa, Wilfrid Laurier University, and The Conference Board of Canada. Sara holds a PhD in Global Governance from Wilfrid Laurier University and an MA in Economics from Queen’s University. Sara is based in Ottawa, Canada. Contact Sara.
Kelly Jean Frisby, Stakeholder Engagement Officer
Kelly Jean Frisby is the Stakeholder Engagement Officer at FCA. In her current role, her work spans across program management, governance, membership and engagement, communications, and knowledge translation. She joined FCA in the summer of 2018. Prior to joining FCA, Kelly worked on a federally funded project to connect socially isolated seniors with health and social services and contributed to a large-scale global research project with UNHCR. Kelly holds a MSc. in Global Health and Public Policy from the University of Edinburgh. Kelly has lived and worked in over 15 countries including Scotland, Turkey, Mexico, Hong Kong, China, South Africa, Germany, Uganda and Kenya. She is currently based in Vancouver, Canada. Andrea Mackasey, Program and Operations Officer
Andrea Mackasey is the Program and Operations Officer at FCA where she coordinates the organisation’s daily activities, manages the budgets and offers policy and program support. She has been with FCA since early 2020. Prior to joining FCA, Andrea worked for over a decade at the House of Commons, Canada, as a Political Assistant to various Members of Parliament. She has a background in Political Science with a MA in Public Policy and Public Administration from Concordia University and is fluent in French and English. Andrea is based in Ottawa, Canada. Fatou Diouf, Regional Coordinator, Africa (AFRO) and Communications Specialist
Fatou Diouf is the AFRO Regional Coordinator and Communications Specialist for FCA since 2019. She advises and provides advocacy and policy guidance to African NGOs and Governments within the continent to support their efforts in the implementation of the WHO FCTC. Her work includes project management, advocacy and policy development and communications. Fatou has been working in tobacco control since 2017 and has been a communications specialist for a decade. After obtaining a degree in mass communication, religion and philosophy in the United States, she returned to Senegal to work for a variety of private-sector companies and non-profits. She then worked as a strategic advisor on Government and Civil Society policy advocacy and communications initiatives for Campaign for Tobacco Free Kids (CTFK) in 2017 at Nelam Services. She also managed No Smoke Revolution, an online campaign in Senegal with over 130,000 followers that has targeted adolescent and young adults on tobacco issues. Dr Eduardo Bianco, Regional Coordinator, The Americas (AMRO)
Eduardo Bianco is the FCA Regional Coordinator for the Americas since 2002. He has been working on tobacco control policies at national and regional levels for more than 25 years. Eduardo’s current role focuses on COP/MOP issues and FCA priorities while working with and supporting FCA regional members, regional MOH tobacco control focal points and FCTC regional representatives. Eduardo has received many awards, including the 2016 Luther L. Terry Award for Outstanding Individual Leadership in Tobacco Control. He is a Medical Doctor, Postgraduate in Cardiology (University of the Republic of Uruguay), Specialist in Tobacco Dependence Treatment (certified by Mayo Clinic, MN, USA) and holds a Master’s in Prevention and Treatment of Addictive Behaviors (University of Valencia, Spain). He recently completed a degree in International Relations (School of Law, University of the Republic of Uruguay). Eduardo has worked as Director of the Tobacco Control program of the InterAmerican Heart Foundation, as a clinical cardiologist, medical staff in a pre-hospital Mobile Emergency Medical System and on weekly shifts as a cardiologist in a Coronary Care Unit for over 20 years. After an impressive and very successful career in medicine, Eduardo is now retired from his clinical practice. He speaks Spanish and English and is based in Uruguay. Contact Eduardo.
Anca Toma, Regional Coordinator, Europe (EURO)
Anca Toma is the EURO Regional Coordinator for FCA. She is also the Director of the Smoke Free Partnership. Since March 2012 she has supported SFP with its positioning and involvement in the European and global tobacco control policy debates, with a particular focus on the revision of the Tobacco Products Directive, the implementation of measures to safeguard health policymaking from tobacco industry interference, and the coordination of national and European campaigns. Previously, Anca was a consultant in public affairs and communications, providing strategic advice on EU health policy and advocacy. She was also an advisor to the Romanian Chief Negotiator with the EU, working on communications and media relations and coordinating the preparatory work for accession conferences. Anca holds a degree in Political Science from the University of Bucharest and a Master’s degree in European Politics and Administration from the College of Europe in Bruges. Claire Clément, ITP Coordinator
Claire Clément coordinates FCA’s work on the Illicit Trade Protocol. She is also Policy and Advocacy Officer at the Smoke Free Partnership (SFP). She joined SFP in January 2019 as trainee, as part of the European Solidarity Corps. Before joining the team, she interned for the Framework convention on Tobacco Control (FCTC) Secretariat. She worked on the overall organisation of the eighth Conference of the Parties to the WHO FCTC and the first Meeting of the Parties to the Protocol to Elimate Illicit Trade on Tobacco Products in 2018. Claire studied Political Sciences and International Relations. She graduated from Lyon University in Project Management for Non Governmental Organisations (NGO) and Inter-Governmental Organisations (IGO). After a first master thesis on the Tunisian migrants in France and the Jasmine Revolution defended in Paris Sorbonne, she did a second one on the relations between the WHO FCTC and the World Health Organisation. Annabel Lyman, Regional Coordinator, Pacific Island Countries (PIC)
Annabel Lyman is the PIC Coordinator for FCA. She mobilizes and supports civil society capacity in support of FCTC implementation in Pacific island countries. She collaborates with other technical assistance providers serving the Pacific islands and provides technical assistance to members. She joined FCA in the summer of 2009. Prior to joining FCA, Annabel worked with the Ministry of Health in Palau as administrator for substance abuse and mental health programs. Annabel holds a Masters in Public Health from the University of Hawaii and presently resides in Palau. Contact Annabel.
Dr Domilyn C Villarreiz, Regional Coordinator, Western Pacific (WPRO) and ASEAN
Dr Domilyn Villarreiz is the Regional Coordinator for the Western Pacific Region excluding the Pacific Islands, Australia, and New Zealand. She works with tobacco control focal points in governments and civil society organizations in the 10 ASEAN countries, China, Japan, South Korea, and Mongolia. Dr Villarreiz has been with FCA since 2010. She is a Doctor of Medicine, a Registered Medical Technologist, and holds a Master’s Degree in Public health. At present, she is the Smoke-Free Program Manager of the Southeast Asia Tobacco Control Alliance (SEATCA) and the Secretary-General of the Smoke-Free Cities Asia Pacific Network (SCAN).
