FCA at the World Conference (WCTOH)

FCA has been a central feature of the World Conference since 2003. At the WCTOH, FCA will release its 2012 global shadow report on implementation of the Framework Convention on Tobacco Control (FCTC), Tobacco Watch. The report tracks legislation, enforcement and compliance for key FCTC obligations.

For the first time, the 2012 report includes data for Article 5.3 on industry interference and Article 6 on taxation. Several national shadow reports, supported by grants and/or technical assistance from FCA, will also be released. FCA’s shadow reporting manager, Chris Bostic, will also participate in a panel discussion on the role of civil society shadow reporting on FCTC implementation, moderated by former FCA Chair Mary Assunta.

FCA Director Laurent Huber will take part in a plenary session on the outcomes of the 2011 UN High-Level Meeting on Non-communicable Diseases (NCD Summit), and plans to ensure that tobacco and the FCTC take a central role in efforts to reduce the global NCD burden.

Tobacco use is the one risk factor common to the four main groups of NCDs, and the Political Declaration coming out of the summit urges governments to focus more attention on implementing the FCTC as a key public health goal.
