We noted that although many European countries are world leaders in tobacco control, with some initiating plain packaging laws, Europe still has one of the highest proportions of deaths attributable to tobacco.
The tobacco industry also continues to interfere with European governments’ efforts to implement strong tobacco control measures in the region.

In this regard, FCA encourages Member States to implement FCTC Article 5.3 and its guidelines by setting up a government committee or agency. Such an entity could make recommendations, establish guidelines for governments’ meetings, develop policy and deal with the tobacco industry.
FCA also supports price and tax measures on tobacco, also referenced in the roadmap, which can be an effective and important means to reduce tobacco consumption and health-care costs.
FCA applauds Member States and WHO for fully aligning the Regional Roadmap on FCTC implementation with the post-2015 development agenda.
One of the targets under the Sustainable Development Goals (SDGs) on health is dedicated to FCTC implementation. At the same time, one of the guiding principles of the roadmap is to leave no one behind.
