Chaired by Prof. Corne Van Walbeek1, the seminar featured presentations from Prof. Frank J. Chaloupka2, who gave an overview of the Article 6 draft guidelines. Next up was Under-secretary Jeremias Paul, Jr3, who talked about the tobacco tax experience in the Philippines, particularly the recent, successful Sin Tax Reform for Health.
Successes in Brazil and Turkey
Mr. Marcelo Fisch4 presented the story of how tobacco tax increases have benefitted Brazil, while Dr. Peyman Altan5 explained the tobacco tax success story in Turkey. Finally, Mr. Francis Thompson, FCA Policy & Advocacy Director, presented FCA’s recent experiences in promoting Article 6 guidelines.
Francis also launched a report, Winning approaches to tobacco taxation, on the experiences of a number of low- and middle-income countries that have adopted policies to raise tobacco taxes substantially. These countries have continually pushed taxes higher, resulting in spectacular health gains and higher tax revenues.
The report was funded by the Bill & Melinda Gates Foundation, the Bloomberg Initiative and the World Lung Foundation.
