How COP5 can strengthen reviews of FCTC implementation

Many environmental, human rights, anti-corruption and arms treaties contain mechanisms and procedures to monitor and support compliance. In the case of environmental treaties, subsidiary bodies on implementation reviews were set up to respond to shortfalls in implementation. These mechanisms provide Parties with advice, and also offer financial and technical support.

FCA believes that at COP5, Parties need to discuss possible formats of such a mechanism for the FCTC. In particular, Parties will need to ensure that the mechanism would both review implementation and provide support for it. To this end, COP5 might need to commission the necessary research and preparatory work so that the mechanism could be set up at early as at COP6.
