The tool defines an assessment as “a process that supports a government to identify the country’s ability to implement tobacco control. It is focused on the WHO Framework Convention on Tobacco Control (FCTC) and seeks to generate information on population and individual levels” as well as make recommendations on how to strengthen tobacco control.
The tool focuses on:
- tobacco control interventions in the country;
- strengths and opportunities of the country regarding tobacco control;
- gaps in tobacco control efforts.
The content of the tool is based on WHO tobacco control capacity assessment and the Convention Secretariat’s Needs Assessment, as well as other practices. As such, it can be helpful for governments and civil society as they prepare for the FCTC needs assessments delivered by the Convention Secretariat.
