As described in an FCA fact sheet The tobacco industry, led by the Solomon Islands Tobacco Company, SITCO (a subsidiary of British American Tobacco), launched a campaign against the law soon after getting a copy of the draft regulations.
SITCO submitted a 24-page response to the regulations to the Office of the Prime Minister and the Ministry of Health’s Tobacco Control Taskforce, indicating that it would consider legal action if provisions were not deleted or revised.
The regulations adopted in December also clarify requirements for non-smoking public spaces and testing of tobacco products.
