Shadow Reporting – monitoring FCTC implementation

FCA acts like a ‘watch dog’, ensuring that countries which have signed onto the FCTC are implementing and enforcing the treaty.

One of FCA’s key tasks is to monitor the compliance of country parties with their obligations under the world health organization’s framework convention on tobacco control (FCTC). We act like a ‘watch dog’, ensuring that countries that have signed onto the fctc are implementing and enforcing the treaty. 

This is referred to as shadow reporting, and the non-governmental organisations (NGOs) that make up FCA’s membership help us carry out this work.

Our members gather data in their countries to verify legislation, as well as FCTC enforcement and compliance. They use this data to produce national implementation reports.
