At this year’s World Health Assembly, WHO Member States are expected to adopt terms of reference for the Global Coordination Mechanism (GCM) on the prevention and control of NCDs.
The current version of the terms of reference does not include a single reference to the FCTC and its COP. This huge omission needs to be fixed at the upcoming WHO Member States consultation in Geneva, scheduled for 23-25 April.
Member States and WHO must recognise the FCTC COP as the primary global forum for discussions on tobacco control implementation and accountability. To do so, the following paragraph should be included in the NCD GCM terms of reference:
Links with the World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC):
All efforts undertaken by the Global Coordination Mechanism related to tobacco control at all levels – global, regional and national – will be in line with FCTC articles, guidelines and recommendations. The FCTC Conference of the Parties (COP)1 will be a partner in a Global Coordination Mechanism.
1 Which the COP may choose to delegate to the FCTC Secretariat, the COP Bureau or an inter-sessional body, as appropriate.
